Procedural fluency separates the delegate who looks lost from the one who looks dangerous. Here is the full inventory.

Points

  • Point of order — to flag a procedural error by the chair
  • Point of inquiry — to ask the chair a procedural question
  • Point of personal privilege — when something affects your ability to participate (audibility, comfort)
  • Point of information — to question another delegate after their speech

Motions

  • Motion to open debate — start the session
  • Motion to set the agenda — when there are multiple agenda items
  • Motion for a moderated caucus — specify topic, total time, individual speaking time
  • Motion for an unmoderated caucus — specify total time
  • Motion to extend — extend a caucus already in progress
  • Motion to introduce a draft resolution — once you have requisite signatories
  • Motion to move into voting procedure — close debate, vote on resolutions
  • Motion to suspend debate — pause for a break
  • Motion to adjourn — end the conference
