Bloc Dynamics — How to Build, Lead, and Break a Bloc
Blocs are the unit of action in committee. Resolutions are not passed by individuals. They are passed by coalitions. Understanding bloc dynamics is the difference between a good speaker and a winning delegate.
Building
Identify three to five delegations whose interests align with yours on the core issue. Approach them in the first unmod. Propose a single shared priority — not a full resolution, just a priority. Coalitions form around priorities, not documents.
Leading
The bloc leader holds the pen. Volunteer to draft the working paper. The drafter controls language, and language controls outcome.
Defecting
Sometimes your bloc compromises you out of relevance. The cleanest defection happens publicly during a moderated caucus on amendments. Do not knife your bloc in unmod. Word travels.
Loyalty is a strategy. Defection is also a strategy. Confusion is not.
